Any migratory bird, raptor, and song bird feathers are not legal to own. There are hunting season for some birds I. These categories but you can't own, sell the feathers. Goes against native American ways where the whole animal should be used.
You can buy feathers on eBay from overseas but many are not legal to have in the US.
 
I got some of their hand painted feathers 22 years ago. They look really good for shadow boxes and I have some native friends that've used them for dance bustles. Over time the wear and tear makes them look rattier than the dip dyed feathers. The paint keeps the vanes from rejoining. After 22 years they still stink of paint. I did like how flat they got them, every time I've tried this I dent or break the quill.

Another company makes realistic hand dyed feathers - https://reallegalfeathers.square.site/ . I've had some of these too and they look fantastic up close. The dye doesn't prevent the vanes from rejoining and doesn't smell. They're almost always out of stock though.
