I run a line of wood screws through the board so they stick out a half inch or so on the target side. Five or so on top and same on the bottom. Makes changing the paper quick and easy, just poke the screws through the edge of the paper.
 
I save a few political signs after elections. You do candidates and the public a favor by picking these up. (but do check with the candidate, some save election to election) These days they are made of corrugated plastic and are weather resistant. The small ones come with wire legs. Ready to use until they are shot up and no cost to you. But windy day shooting would be problematic with these.
 
I would not worry about the center hole, I would worry about someone shooting the upright of the stand. Been there and done that.

And how! I have had many target stands and have many targets. And there is always some A-hole that shoots up the framework, mechanisms, cables, holders, etc..:mad:
