Archer, I hope you are referencing the NSSA type events. As a long time living historian of the civil war, reenactments - ABSOUTLY no live rounds, blank loads only, there are a lot of safety inspections to insure this.
 
The North-South Skirmish Association (N-SSA) is one. All smoothbore events including pistol in the N-SSA must be shot with an unpatched ball. Multiple projectiles (buck & ball) are not permitted either.
