What is the metal shroud around the nipple ? Can it be removed ? Not my rifle.

Its a flash guard. Most likely it is held in place by the nipple. Its purpose is to contain cap fragments from flying across the barrel and to slightly protect the eyes of the shooter. Its somewhat debatable if it helps. It can be removed.
 
Defiantly helpful on under hammers. Think about all it does on others is keep crud from building up on breach.
 
I’ve tried them. They get in the way of my big fat fingers.
 
Use a capper to put them on and a small needle nose to take them off

Now ya done went all ‘high-tech’ on me. LOL

But seriously, easier to me to just clean the cap residue off when I clean the gun.
