I need this Mini bored out to 54-58 caliber (PLENTY OF STEEL LEFT ON THE BONE).
Currently .44 caliber.
I suspect there may be a shallow cavity or two from rust pitting internally in the barrel.

Anyone know a good Machinist that could do it?

Looks like simple 6 6 sided bar stock was originally used. Should be easy for most anybody with a lathe. Whether or not they want to touch a homemade cannon that you will be shooting is a different story
 
I believe it was made from a large center punch or a drift punch and if so it is probably not ideal material (too hard) for a barrel. Is it welded to the carriage? I suggest you leave it as is for safety reasons.
