none of my Remington nor CCI percussion caps, neither #10 nor #11, fit snugly on the cones, even if I pinch them slightly... they all simply slide off

To enlarge under size nipples carefully peening with a pointed punch will do the trick. If you can remove them and send one to track of the wolf they may have new ones that fit or a drill and tap to a replacement size. A cut piece of tight fitting rubber tubing will also work but is a bit of a pain...c

unfortunately these cones are stuck in the cylinder due to corrosion, and I had not planned to get aggressive attempting to remove them

Soak for a week or two in liquid wrench or similar. They may release...c

Do the above and place in a sonic vibrator. They even make sonic vibrators which have variable temperature settings so you can add heat to the the liquid.

I had soaked for a week in Kano Kroil, with no luck...

Try soaking in Break Fluid, it has worked for me
