Can you use 1.5f powder in the place of 2f powder. Looking a grafs again and they are sold out of 2f and 3f.

You could. It may not work great but it's not unsafe in a large caliber. I have a can of 1f I got by mistake, that I plan some day to mix with 2f and use in my 58 just to us
Granulation size can vary by manufacturer. I was given some Swiss 1 1/2 Fg and no way, no how could I get ignition in my flint fowler. Almost had to stick a railroad flare into it to make it go. I gave it away to a bpcr shooter.
