Drill it after installing it, preferably in a drill press. Clamp the barrel to the table, and you've got a perfectly flat surface from which to drill. You only need to go in probably an eighth of an inch to drill out the touch hole, so don't be afraid to drill it once installed in the barrel.

I like using the drill press since you can lock the press at a certain distance, insuring it will not drill down too deep.
