    You do not need to reharden the cock as it isn’t hardened to begin with. Try a shorter flint first or flip th bevel on the on you’re using now. If still no good, bend it.

    If the barrel has an even number of lands and grooves, you don't need to slug it. Use a dial caliper.

    Shooting blank loads produces a lot more fouling than a regular load. You might have an issue with old accumulated fouling on and around the breech plug face.

    Given the thickness of the barrel, one can assume it's intended for heavy charges, which do not work well with hollow base mines. I suspect that it's intended for some sort of solid base conical, especially with the 1/48 twist.
