Quite possibly. In originals, lots of parts were salvaged and used on bitsas that were exported even into the 20th century for use in Africa or anywhere. Markings like that are routinely copied, especially in the India/Pakistan/Afghanistan regions.
 
If it is an original lock, it would be a P53 Enfield. As some have stated, there are some Indian repros that may be marked "Tower."

The brit first started using the TOWER marking in the 1760s. Locks, barrels and other components were made by various contractors and stored in the Royal armory at the Tower of London. The parts were assembled into complete guns as they were needed.

By the time of the P53, the rifles made by the Birmingham Gun Maker's Guild were marking all of their locks "TOWER" regardless of which of the guild members made the gun. These guns were of the P53 pattern, but were made for foreign sale or to non-government military organizations. All the British Army weapons were made at the Government Enfield factory and were marked "Enfield." Hope this helps.
