Price per shot value is going to be buying by the case, I buy from Graf usually or Powder Valley. Schuetzen works great. Swiss is a bit more energetic and I think a bit less fouling and that is what I have been buying.
 
Best value is to buy by the case to spread out the hazmatt fee. I go in with my nephew and his son when we get a case.
 
I bought some powder on sale about a year and a half ago from Powder ink it was $17 a pound delivered for 2f
 
Grafs has the lowest shipping and hazmat ... and if you create an account, buy something they will then send email asking for review, give a review and they'll give you a free shipping deal (not hazmat jsut teh $12.50 flat rate charge). Order 4+ pounds of Schutzen or their house brand (rebranded Schutzen?) and it comes to under $30/lb

If you narrow it to BP and you just want to plink and enjoy shooting I’d go with Graf & Sons house brand. Schuetzen is good all around and fairly priced considering today’s world. For serious shooting spend the extra money and buy Swiss. I recently bought a bunch of Swiss 3F from Graf & Sons.
 
I bought a bunch of goex from a BPC shooter who had switched to swiss. I bought three pounds of swiss to try in ml and BPC. It worked great in both but these days it's all Scheutzen for me. I'm good through the shooting and hunting seasons. If Old Eyensford hits the market at a competitive price I'll try it.

IMO, the only way to get cost down on the real McCoy is to buy in large amounts.
 
One thing to consider is that lower charges are used as grain size gets smaller. In my .50 rifle I use 70gr 2F or 60gr 3F. That's more shots per pound by shooting 3F.
If value is what you're after, buying 10lb bulk of 3F Scheutzen from Graf or Travelers should suit you.
 
Most economical powder I have bought and used is $5 a pound Pyrodex RS from the close out aisle at Walmart. Have bought several that way over the years. I have also used Pyrodex P, Goex 2f, 3f, & 4f, Scheutzen 2f, 3f, & 4f, and Swiss 2f, 3f, & 4f. I have purchased but have not used Triple 7 3f and Olde Eynsford 2f & 3f. All that said, I am running Swiss in all my horns and flasks these days. I can afford it, and like it. I will probably buy some more Eynsford if Estes offers it in the future. It is not that I am not very happy with Swiss but I would like to support a USA manufacturer if possible.
 
Being both frugal and broke I buy the cheapest black I can find. A couple of years ago that happened to be Graf's and I ordered several pounds. Any unmarked cans I just check for blue match heads and then decide.

Currently I have the Graf's and a few cans of Goex along with half a can of Swiss 3F. That Swiss is a very nice powder.

Pyrodex is not reliable in a flintlock is my experience. Great in percussion but not in a flinter. I have tried triple 7 also not good.
