Another trick is to put the over-powder wad into the bore 2 inches, then pour in the shot, then put the overshot wad in push the whole pack down to the breech in one push.

I have a cross filed into the end over the rod, I carry all over shot wads on a pointed steel that hangs on a thong in the bag. I push 3-4 wads down on the powder pour the shot down place the overshot wad in and push it down the cross and the hole in the wad does not build any air pressure at all.
