I got my recipe from Dutch. For swabbing and cleaning, 22 parts water, 1 part Balistol, 1 part Pine Sol. I dont see the advantage of added peroxide. For drylubing patch material, I use 1 part Ballistol in 7 parts water.
 
That's Moose Juice - I worked it up specifically to not be Moose Milk (no Hydrogen Peroxide by design).

Peroxide is a corrosive. Do you really want to put it in your barrel?
Mine doesn't use it.
2oz water soluble oil
2oz murphys oil soap
Fill the rest of a quart bottle with water.
In cold weather, mix the water 50/50 with alcohol.
Use it to shoot and clean. Shoot all day with no cleaning.

No, it's not at 3% and yes I do want to use it in my barrel.
Remember were not using it straight. and were not soaking our barrel in it.
40 years no problems.

I like your recipe though, what water soluble oil are you using and what is it's composition ? Don't tell me it's some $200.00 a bucket stuff you get at work.

My water soluble oil is the old formula NAPA water soluble oil. The formula has changed and while it is still water soluble, the lubricating qualities as a patch lubricant have changed for the worse.

We would like to know what other water soluble oils are presently available.

While we're on the subject, what function does witch hazel fulfill, other than to make it smell nice? Never have figured that one out.

The witch hazel causes the oil to smear rather than bead and makes a more even coating on the clean steel. When I did my outdoor steel-plate rust tests of different concoctions it seemed to make a difference in where the rust would get a foot-hold. Think of it as a vegetable oil in an alcohol suspension that also helps the castor oil go into solution with the water.

Shake well before use. ;-)
