At the age of 60 years I started shooting with the muzzle loader 11 years ago.
First with a flintlock rifle, in our country you shoot at 50 m.
Standing freehand, but that didn't last long before I switched to Unterhammer pistol.
15 shots at 25 m one-handed.
But you can only do that on a licensed shooting range.
Here in Germany you can buy muzzle-loaders for free from the age of 18 years.
This does not apply to multi-shot weapons like revolvers.
For the black powder you need a special permit, a 2-day course with exam, an examination by the Federal Criminal Police Office, an examination by the Federal Motor Vehicle Department (alcohol and driving) and the district must approve everything.
Must then be re-applied for every 5 years.
To belong to the black guild you have to do a lot of things.
Here with us there are also a lot of people who are engaged in reenactment.
But that's not my thing. It's too meticulous, I like it loose.
I give a wide berth to guides, flags, gurus and people who want to tell others what to do.
I have my family with my grandchildren, that is enough excitement.
Apart from that I have a lot of other things to do, hobbies to say I am outraged,
I am too much of a craftsman with solid training and good tools.

Welcome from the piney woods of Texas ! As a Hunter Ed instructor and NRA instructor I am curious to what is taught and covered in the course and exam ? Interesting to learn other perspectives. What is the exam provided by the Motor vehicle Dept ? Interesting that this falls under their certification .

As for who has access to explosives all one has to do is visit any farm and feed store to gain
materials.
 
I think Joachim implied they check their DMV for a drinking and driving record. Alcohol abuse check. Jeez, if they did that in this country three fourths of the population wouldn't be able to own a pocket knife.
 
The content of the course is the safe learning of the handling (except the manufacturing) of propellant powder for loading and reloading of cartridge cases in theory and practice. The courses are conducted by very experienced instructors in a practice-oriented manner and end with an examination by the responsible supervisory authority. The acquired certificate is necessary to apply for the permission according to § 27 SprengG.

(1) Anyone who, in cases other than those referred to in § 7 (1)

1.
acquire explosive substances, or

2.
wants to handle explosive substances,

requires permission.

(1a) A permit under subsection 1 for loading and reloading cartridge cases shall also be deemed to be a permit for the acquisition and possession of the ammunition produced in the process under Section 10(3) of the Weapons Act as amended.

(2) As a rule, the licence shall be issued for a period of five years. It may be limited in content and territory and may be subject to conditions, insofar as this is necessary to prevent risks to life, health or property or to prevent significant disadvantages or significant nuisance to third parties. The subsequent addition, amendment and supplementation of conditions is permissible.

Information sheet for a permit according to § 27 of the Explosives Act (SprengG)
An explosives permit according to § 27 SprengG is required for the acquisition, storage, use, destruction and transfer of propellant powder in the private sector such as:
- Nitrocellulose powder for loading and reloading cartridge cases,
- black powder for muzzle loading or
- Firecracker powder for shooting with firecrackers.
Under the following conditions the permit is given after § 27 SprengG:
1. applicants must be over 21 years of age,
be physically fit (e.g. sufficient eyesight and hearing, colour vision, full use of hands - if necessary with the use of assistive devices)
and there must be no doubts as to its reliability.
2. a need to purchase propellant powder must be demonstrated
3. the expertise in handling propellant powder is demonstrated by participation in
a state-recognised training course, in which the specialist and legal knowledge for
the respective use and activity is conveyed, proven.
In order to be able to participate in such a training course, a certificate of good standing is required. This can be applied for at the Weapons and Explosives Authority.
This certificate is required because the reliability and personal suitability of the applicant must be checked.
In order to check the reliability, inquiries are made to the Federal Prosecutor General in
Bonn on final convictions, public prosecutor proceedings, and at the
Hessian State Office of Criminal Investigation, whether preliminary investigations are known. A fee of 30 euros is charged for this examination.
After completion of the reliability check (duration 10-12 weeks) the
It can be collected upon payment of the administration fee of 40,00 €.
This certificate must then be presented to the head of the specialist course.
After successful completion of the training course, the permission according to § 27 SprengG
be applied for and collected in person after their issue.
The following documents are required:
- Application for a licence to purchase propellant powder
- Original of the certificate of competence
- Proof of need
- Fee 75,00

Yes, that's what I mean,
if someone has committed a drunken traffic violation
he gets no access to weapons or black powder. The term for this... he is not reliable.
In Germany there is a file for this in the city of flensburg,
everybody knows.
