Years ago I bought a handy little copper funnel from Goosebay Workshops. Still have it, and use it for filling both main horn, and priming horn.
 
One horn has a two sectioned tip. The tip has a plug that closes the hole but the lower part unscrews to reveal a larger hole for filling. The ones with just a plug in the tip get filled with a small funnel.
 
I use Goex powder. I cut the head off a .223 case and soldered it to a can cap after drilling a proper size hole in the cap. The cap fits all my cans and the spout is small enough to fit in all my horns.

That works fine when GOEX came in a metal can. Most powders come in plastic cans and the lids no longer match.

What I have done is transfer the GOEX from the plastic can to a metal can and my pouring caps still work.
 
I have an original brass powder funnel somewhere. It was made to fill flasks and horns. If I can find it, and figure out how to get the camera to upload, I will try to post a picture of it.
 
Next time you go to the doctors ask for a few of the funnel type things that he uses to look in your ear. Personally I have a small silver funnel I won on a blanket shoot years ago. And I fill the horns about 3/4 full.

Brass funnel.
I’ve used a plastic squeeze ketchup bottle to fill my priming thingies and my powder horns. You can buy them in the dollar stores by the pair, for ketchup and mustard. You can fill a horn with almost no spillage in minutes, just stick the nozzle into the horn and squeeze. Best horn filler I’ve ever used besides honey bear containers. BJH
