Probably not much difference, maybe with Tracks kit you may get a few more parts? Both seem to be nice kits. Go with whatever you can afford.
 
After my last precarve with a pre-done lock inlet, I wouldn't order any kit with a lock inlet, just shaped lock panels.

I’ve built several guns with pre inlet locks, I’ve yet to see one in the right place. However most have been fixable without changing things too much.
My last gun the inlet was too big for the lock and I had a gap at the bottom

Pecatonica River does inletting for a good many kit companies, including Track. Often you will find the pre-inlet barrels to have extraordinarily thick webs. That can be fixed with some elbow grease. If the lock is already inlet that can be a major headache. With a straight barrel it's less of one, as the barrel can be moved back. If you have a swamped barrel it's pretty much as far back as it can go due to the waist in the barrel itself.

As above, I would certainly advocate for a stock without the lock inlet. Even though lock inletting is about a 6 hour job (for someone new at it), at least you'll be able to get it in the right position, and not have the fixes that going off of someone else's work often entails. Out of 3 pre-inlet stocks I've done, 3 of them have been poorly inlet.
 
I've done two builds with pre inletted lock mortices. Both were fine.

My current build I only had the barrel and ramrod holes pre inletted/ drilled. The ramrod hole (5/16), wandered a bit into the lock mortice. Not bad though.
 
There may be a difference in the quality of the figure and curl too, as curl and figure is a very subjective thing. As I said before, Pecatonica River carves a great many of the pre-carve stocks and sell them to others.
 
It is, the lock inlet is so bad the pan doesn't even touch the barrel at the bottom.

I fixed it by dropping the barrel, installing a patch and reinletting the lock plate up where it was supposed to be.

What do you suppose the difference between these parts sets are? The TOTW stock is much more expensive and seems to be the major price difference. Thinking about one or the other for a winter project. L/H 13/16 40cal.Percussion lock.

The first thing I see that is a big difference is the TOTW kit is a LEFT hand gun. The Jedediah Starr gun is RIGHT handed.

I haven't checked them out but I wouldn't be surprised if the kits for left handed rifles cost a bit more.
