If you order on line and there is a Cabela's in your area you can arrange to pick them up there and not pay shipping.

Certainly doesn't prove anything, but I was at my local Gander Mountain yesterday and the muzzleloading supply rack was loaded (pardon the pun) with Remington caps, both No.10s and 11s.

I have purchased caps from various places over the past 5 years and yet to pay hazmat fees. All came through the post office
I just went to the Remington web-site and they still list #10 and #11 percussion caps as current products.
