The most COMMON horn strap would most likely be a narrow leather belt type scrap. A few might have had decorated straps but the common man's would have been very simple. The horn was just a tool to carry powder.
Sometimes it's the simplest way. I have one horn strap that I simply cut from an old belt. All my daily belts for many years have been a simple full-thickness strap of leather and I had one or two old ones that have become horn straps, and various other leather things through the years.

Yep, old belts or my favorite is old drive harnesses from horse tack.
 
This. If I need a horn strap and can't find old harness (increasingly hard to find for some reason. . . ) I pick up new reins at the local farm supply store.
Probably cheaper to get new ones, city folk moving to the country want to hang up the old ones so they look countrified now.
