    Replace the cylinder. Stupid, but the law says if the the firearm can be “readily converted”. And that cylinder does it.

    Except that this may be readily converted to shoot modern ammo, so it is not considered an antique. This would require a background check.

    Most all wheel weights these days are zinc, not lead. That might be part of the problem.
